Woldingham Parish Council Minutes - April 2007
 MINUTES of a Meeting held at the Woldingham Village Hall, Woldingham on 26 April 2007 at 7.30pm.

Present:           Jill Meekings Chairman); Bill Williams; Bobby Johnson (Vice Chairman); Colin Packington; Jeff Jeffery; Michael Batterbury; Sally Marks; Julie Moylan; Rodney Fuller; Karen Newman (Clerk)

1. Apologies: None

2. Minutes: The Minutes of the meeting held on the 29 March had been circulated and were signed by the Chairman as a correct record.

3. Declarations of Interest:

4. Matters arising: Action list which had been circulated to all Councillors before the meeting was discussed and will be updated for the April meeting.

5.  Planning Matters:

a.      A copy of Appendix A had been circulated to all members before the meeting and the Council voted to ratify the recommendations of the Planning Group.  It was agreed that Cllr Johnson will write to TDC Planning Department to express the Parish Council’s concern that some planning decisions do not appear to reflect our Village Design Statement document.

b.     Infringements: Cllr Packington read through the infringement report which had been circulated to all Councillors before the meeting.

c.   Park Mews: Cllr Johnson advised the meeting that Bob Evans had thanked the Parish Council for their support.  It was agreed that Cllr Johnson would draft a letter pointing out the arguments with regards to the Inspectors Report and also contact CPRE to ask for their support.

6.  Finance:

a.      Payments: The payments as Appendix B were signed and approved.

b.     Tandridge Voluntary Service:  The Chairman advised that Cllr Marks had e-mailed information on the work of Tandridge Voluntary Service and it had been forwarded to all Councillors for consideration.  The Chairman asked Cllr Marks to ask the Tandridge Voluntary Service for a copy of their accounts which will be looked at, at the May meeting. Action: Cllr Marks to circulate TVC accounts

c.      Draft Accounts:  The draft accounts had been e-mailed to all Cllrs before the meeting for consideration and formal thanks was given to Cliff Catt for all his hard work in producing the draft accounts.  The Clerk was asked to contact Cliff Catt to advise him that the Council had no comments and the accounts will be formally agreed at the May meeting.

7.  Highways & Rights of Way:

a.         Highways Monitoring and Reporting:  Cllr Packington expressed his concern over the amount of pot holes in Woldingham and it was agreed that a letter be sent to Andy Roberts, Director for Highways and Transportation expressing the Council’s dismay at the number of potholes around Woldingham and the poor workmanship when they are repaired and also requesting records of what potholes had been repaired over the past 3 years together with any future plans to tackle the problems on a more permanent basis.             Action: Clerk to write to Andy Roberts  

b.         Water Leaks: Cllr Packington advised that he had been in contact with the Water Board who advised that they would investigate the problems in Station Road further.

c.         Slines Oak Island: Cllr Jeffery to draw up a proposal for consideration at the next meeting.            Action: Cllr Jeffery to draw up a proposal

d.         Parking & Waiting Restrictions Meeting 30/5/07: The Clerk had e-mailed to all Cllrs details of a divisional meeting which was addressing parking problems in the area and after a long discussion it was agreed that Cllrs Packington and Jeffery would attend to represent the Parish Council and present the three village problem areas. 

8.  Reports:

a.         Cold Calling Meeting: Cllr Batterbury attended on behalf of the Parish Council along with Vicky Barker, Clive Harris Ross and a member of the Trading Standards.  Cllr Batterbury showed the Council examples of the pack and signs.  A vote was taken and carried that the Parish Council would support distributing the Cold Calling Packs to all residents but it was felt that further signs would not be welcome in the village so these were not supported..  The Chairman advised that she would speak with David Lockett on distribution.

b.         Village Hall APM: Cllr Jeffery advised that the APM had taken place.  The Council expressed surprise as no invitation to attend had been issued.  The Chairman asked Cllr Marks to put together a proposal of ideas for the Village Hall which will be discussed at the May meeting.             Action Cllr Marks to forward Village Hall Ideas

9.  Miscellaneous Matters:

a.         Airports: Nothing to report.

b.         Recycling: Cllr Batterbury advised that he has ordered 6 compost bins for the APM and obtained a supply of green boxes and blue bags.  

c.         Litter Pick - Cllr Packington advised that the next litter pick will be on April 28 2007 and the one after that will be on October 27 2007.  The Chairman will contact the Bursar at Woldingham School as there is a school charity walk with an expected 300 walkers on this Saturday 28 April.

d.         Security:  ongoing.

e.         School Parking: Nothing to report.             Action: Clerk to formally write to Surrey raising concerns re road safety around the school.

f.          Village Event: Cllr Moylan advised that a 24 page colour programme was being put together and will be going on sale.  Marshall’s are still needed on the day and Cllr Moylan was asked to contact the two Golf Clubs to ask their members to use the Ridge to avoid the village centre as access that day.  A display on the Village Event will be at the APM.

g.         Newsletter:  The Chairman advised that the Clerk had posted the newsletter.  Formal thanks was given to Sue Edwards for all her help in putting together the newsletter.

h.         Community Gang: Cllr Fuller to send list of jobs carried out to the Clerk for distribution.             Action: Cllr Fuller to forward job list

i.          Improved signage: Cllr Jeffery reported that a finger post in iron will be about £625 and he was in the process of obtaining other quotes to compare prices.

j.          No Cold Calling: Covered above.

k.         Bike Rack: Cllr Batterbury showed examples of bike racks and advised that planning permission is needed. He asked Cllrs to think where the bike rack would be placed.

l.          Storage: nothing to report.

m.        APM: The Chairman advised that invitations had now been issued.  Kris Jeffery will provide the food, Cllr Johnson will purchase soft drinks, the Chairman will purchase the wine and the Clerk will hire glasses.

n.         Quality Council: The Chairman advised and it was agreed that Quality Status would be something the new Parish Council could look into in 2008.

o.         Welcomes Pack: Cllr Williams advised that he had communicated the Parish Council’s ideas to Martin Barnett and had e-mail all Cllrs with the WA’s comments.

p.         Golf Club Signs: The Chairman mentioned the appearance of two signs one at Wapses lodge and one at the Bug Hill Junction.  The Chairman advised that the signs should not have been put up and the name of the golf club is also spelt incorrectly.  Surrey has indicated that they will be removed in due course.

11.  Correspondence: Correspondence received during the month was circulated to all Councillors during the meeting.

12.  Any Other Business:

a.         Diary: All Councillors completed diary dates for May

b.         Service Road: Cllr Packington advised that the hedges needed cutting along the Service Road at the back of the Crescent.  He would obtain a quote and report back at the May meeting.

Meeting ended at 10.02 pm and was attended by 2 members of the public
