Woldingham Parish Council Minutes - May 2006
 

MINUTES of a Meeting held at the Village Hall, Woldingham on 25 May 2006 at 7.30 p.m.                                           

Present:           Michael Batterbury; Sally Marks; Colin Packington; Jeff Jeffery; Rodney Fuller; Karen Newman (Clerk); Bill Williams; Julie Moylan;

The Clerk asked for a proposal for a temporary Chairman.  Cllr Fuller proposed Cllr Packington and was seconded by Cllr Marks.

2005/06 Chairman Elections: Acting Chairman Packington asked for a proposal for Chairman, Cllr Fuller Proposed Cllr Meekings and this was seconded by Cllr Marks. Cllr Marks proposed Cllr Johnson for Vice Chairman which was seconded by Cllr Batterbury.

Acting Chairman Packington welcomed Bill Williams to the Parish Council and the Clerk explained that Mr Williams would be observing today as he had not signed the relevant Code of Conduct and Declaration of Interests forms which would be signed before the next meeting.

 

1. Apologies: Chairman Jill Meekings, Cllr Johnson and Cllr Jeffery for his late arrival.

2. Minutes: The Minutes of the meeting held on the 27 April 2006 had been circulated and were signed by the Acting Chairman as a correct record.

3. Declarations of Interest: Cllr Sally Marks - member of another authority Surrey County Council ; Cllr Rodney Fuller - Warren Barn Farm

4. Matters arising: No matters arising.

5.  Planning Matters:

a.      A copy of Appendix A had been circulated to all members before the meeting and the Council voted to ratify the recommendations of the Planning Group. 

b.    Infringements:   Cllr Packington read through the infringement report which had been circulated to all Councillors before the meeting.  Cllr Fuller advised that Mr Drea’s rubbish is falling down the hillside onto the property below.

            Cllr Batterbury advised that an independent retaining wall not connected to the house is not covered by building regulations.

6.  Finance:

a.      Payments: The payments as Appendix B were signed and approved.

7.  Highways & Rights of Way:

a. Highways Monitoring and Reporting:  Cllr Fuller advised that he had received one reports.  Cllr Fuller advised the meeting that the drain had been cleaned in Church Road.  Cllr Jeffery mentioned that the drains at Northdown Road are blocked and when it rains the water pours into the Village.  Cllr Jeffery suggested that the Parish Council looks at clearing the grips.              Action: Cllr Fuller to chase re cleaning drains at Northdown Road

Cllr Marks advised that she had had a meeting the Director of Highways Mr Roger Archer Reeves who had advised her that the work carried out by Carillion on Limpsfield Road was an ‘appalling’ job and he is looking into the matter. 

Cllr Marks also advised that the question of Speed Management in the Village is not guaranteed to come up at the June Meeting.

Cllr Marks advised that she had reminded Mr Archer Reeves that the repairs at Wapses Lodge Roundabout had not been carried out.  Cllr Marks reported that there had been 2 accidents last week on the stretch from Wapses Lodge to Tillingdown Farm and advised that this part of the A22 will be resurfaced.

Cllr Jeffery mentioned that the name board in the Crescent was set above the adjacent hedge and asked for a letter to be written to Parks Department.           Action: Acting Chairman Packington will write letter

b. Service Road: The Acting Chairman advised that there is still one outstanding account and paperwork has now been provided in an attempt to avoid the Court hearing schedule for the 8 August. 


The Acting Chairman mentioned that as requested he had obtained a quotation from Caterham Trees Surgeons in the sum of £100.00 for the clearing of Ivy from the 11 trees near the Exchange and the Council voted for the work to be carried out.

Cllr Fuller asked whether the Parish Council would be willing to contribute to the proposed car parking area in Church Road.  The Council asked for Cllr Fuller to obtain a quotation and mentioned that the work should be carried out by the an insured.

c.  Footpaths & Bridleways: Acting Chairman Packington advised that on FP123 a tree had fallen down about a year ago and he had now written to Philippa Gates the Access Countryside Officer who advised that the tree would be removed within two weeks.

 

8.  Reports:

a.         Countryside Alert 8/5 - The Acting Chairman advised that both himself and Cllr Fuller had attended the meeting and advised that the Parish Council should inform the Village of the rules of fly tipping.  The Acting Chairman was asked to contact Richard Coles to ask for a list of the rules which would then be passed onto the Village.

The Acting Chairman advised that there had been a break in at Hanging Wood and a lorry load of windscreen glass and other items had been dumped.

Cllr Marks advised that there are new Trade Waste Rules coming out in a couple of months.  No-one with a van will be allowed to a community site to get rid of rubbish - in an attempt to dissuade business/commercial concerns from dumping waste in the community amenity sites.  It was recognised that Surrey County Council was aware that this could lead to an increase in fly tipping but recent new rules on responsibility for waste disposal would help to mitigate this.  (any illegally tipped waste is the responsibility of the original owner/householder).

b.         Tomorrow’s Tandridge 23/5 - The Acting Chairman advised that he had attended the meeting which was run by Paul Newdick of TDC who described the principles of planning rules and the broad planning policies.  The Acting Chairman mentioned that Mr Bob Evans had made reference at the meeting on how well Woldingham Parish Council had done with the Village Design Statement Document and he said that it was down to the villagers and members of the Parish Council who had pushed this document forward.

The Acting Chairman advised that there is a questionnaire to be filled out with answers back by 22/6 but he was unable to download the questionnaire and it was agreed that all Councillors would attempt to download the questionnaire and fill out and then a meeting would be called to fill out the questionnaire.

9.  Miscellaneous Matters:

a.      Airports: Cllr Batterbury advised that he had spoken to Tina Fry who has promised to send reports and advised that she would like TDC to take a firm view once they had visited the site.  Cllr Batterbury mentioned that he had been in contact with Andy Shaw of Green Dragons who would be willing to go to some of the meetings.   The Biggin Hill Comments Line no. is 01959 578580.

b.    Newsletter: Nothing to report - remove from agenda.

c.      Recycling: Cllr Marks advised that there will be 2 pilot areas for plastic but unfortunately Woldingham will not be one of the areas.  Cllr Jeffery mentioned that Warlingham Waste Site now has a domestic battery recycling facility.

d.     Post Office/Community Shop: Cllr Jeffery advised that himself and the Clerk had met with Mr and Mrs Amin and the Post Office on Wednesday.  Cllr Jeffery advised that the whole shop was being refitted with the Post Office at the end. Mr & Mrs Amin are hoping that the shop will be open for business by the middle of June and Mrs Amin will be working in the shop.  The Post Office will be looking for a new postmaster and have a couple of people in mind.  Cllr Jeffery advised that he had spoken to Tandridge Border News and the Surrey Mirror re publicity.    Concern was raised as to the parking problems in the Crescent and a lengthy discussion took place.  It was agreed that the Parish Council would write to all businesses asking them to support the shop by parking at the back in the Service Road and notices would be placed on windscreens asking people not to park in the Crescent.  It was also agreed that two sandwich boards would be made/purchases for a notice asking people to refrain from parking outside the shop unless they were using the facility.

e.      Litter Pick April 29 - The Acting Chairman asked the Clerk to write a thank you letter to the Guider Mrs Lunn for bringing the Guides along who helped with the washing down of boundary and finger posts and name boards.  The Acting Chairman advised that he had spoken to PCSO Clive Harris Ross who had been very helpful with regard to getting Halliloo Valley Road closed and had been put in touch with Trisha Bloxham at TDC who had advised that you can only get road closure for a festival.  Cllr Marks advised that the Acting Chairman should get back in touch with Trisha Bloxham and advise that the Parish Council would like to hold a festival called “Litter Free Village” which will include Mulled Wine on the Green and ask for a road closure.

f.       Road Group: Cllr Jeffery advised that he had noted that Cllr Marks had mentioned that the Speed Initiative might not make the agenda of the June meeting even though he had been advised it would.  Cllr Jeffery asked for the Parish Council to write to Mr Archer Reeves saying that we are pleased to know that it is on the June Agenda.

g.     Security:  Cllr Jeffery asked whether the Clerk could contact PCSO Clive Harris Ross and ask for the Camera to be returned to Church Road in view of the break-ins recently.

h.     Christmas Tree/Decorations: Cllr Batterbury advised that it would be best if the Parish Council purchases a 5 - 7 metre tree and arrange for a qualified electrician to sort out electricity supply on the green.

10. Meetings to attend: 6 June Tandridge Access Group APM - Cllr Batterbury to attend.

11.  Correspondence: No correspondence.

12.  Any Other Business:

a.         Diary: All Councillors completed diary dates for June.

b.         APM:   Cllr Marks advised that she was delighted that so many people turned up and was very pleased that Mr O’Brien appeared to agree with everything that she said. 

            Cllr Batterbury asked for a vote of thanks to be given to the Chairman Jill Meekings for chairing the APM in view of her current health problems.

c.         Cllr Fuller advised that the website needed updating with regard to the Parish Council meetings being held at the Garden Village.  The Clerk will contact the Chairman and ask her to update the website.

d.         The Acting Chairman reported that the Parish Council Park benches had been washed and recoated with tinted preservative in the Crescent and just washed down in Northdown Road.  Dr Tertius Watson’s bench on Gangers Hill remained clean and seemingly polished.

Meeting ended at 9.35 and was attended by 2 members of the public.
