| Woldingham Parish Council Minutes - August 2005 | ||
| MINUTES of a Meeting held at the Village Hall, Woldingham on 25 August 2005 at 7.30 p.m. Present: Jeff Jeffery; Colin Packington; Jill Meekings (Chairman); Bobby Johnson (Vice Chairman); Maggie Bantick; Julie Moylan; Rodney Fuller; Michael Batterbury Also in attendance: Karen Newman – The Clerk and Cllr Richard Butcher 1. Apologies: Cllr Marks 2. Minutes: The Minutes of the meeting held on the 28 July 2005 had been circulated and were signed by the Chairman as a correct record. 3. Declarations of Interest: No declarations of interest. 4. Matters arising: No matters arising. 5. Planning Matters: a. A copy of Appendix A had been circulated to all members before the meeting and the Council voted to ratify the recommendations of the Planning Group. Cllr Bantick read out the Parish Council’s letter of objection re the land r/o Roseacre, Station Road for the benefit of the members of public present. Cllr Bantick confirmed that the footpath had been purchased by the developer and had been widen to allow construction vehicles access to the land at the back. The footpath will be repaired once works have been completed. Cllr Bantick advised that the Planning Application for Roseacre 2 had been received today and had not yet been looked at by the Planning Group. Appeals: Current: a. Land r/o Gable Cottage, Station Road - 9am 16 August - Cllrs Moylan and Batterbury attended and reported that a good site visit had taken place which clearly showed tandem development. Awaiting decision. b. Park Mews, Marden Park - 1.15pm 16 August - Cllrs Jeffery and Bantick attended. Cllr Jeffery asked the Parish Council to query why a document which was written on the 14 August for a hearing on the 16 August was accepted on the day. Cllr Bantick will write to ask for clarification on the submitting of documents for a hearing. b. Infringements: Cllr Packington advised the meeting that there was no infringement report due to technology problems. Cllr Packington mentioned that a reply had been received from Peter Ainsworth which the clerk had e-mailed to all Councillors. Hurst Place: - Cllr Bantick advised that the planning application for the safety rail had just been submitted. c. Local Development Framework: nothing to report. d. Woldingham Golf Club: Cllr Bantick advised the meeting that the Parish Council cannot object directly but can represent residents who have any causes for concern but urged that residents also write in separately. All objections need to be in by September 2. Action: Clerk to complete form of representation. 6. Finance: a. Payments: The payments as Appendix B were signed and approved. 7. Highways & Rights of Way: a. Hiighways Monitoring and Reporting: Cllr Fuller advised that he had received no reports this month b. Service Road: The Chairman advised that 2 payments had been received and communication is ongoing with 2 further landlords. Cllr Packington confirmed that the hedge along the side of the Exchange had been trimmed and the tree had been cut back. Cllr Jeffery asked what the progress was with the sign for the Service Road. Cllr Packington advised that he was waiting for the penalty amount and advice on how the Parish Council will enforce the penalty amount. The Chairman asked Cllr Packington to make contact with PC Kevin Smith and to contact her within a week to discuss progress and if no progress has been made on the penalty amount then 2 signs will be made and the penalty notices will be added at a later date. Cllr Batterbury advised that the completion of the white lining will take place within 14 days and this will incorporate repainting the sleeping policemen in the Service Road at a cost of about £250. c. Footpaths & Bridleways: Cllr Packington asked the Clerk whether she had sent letters to the 4 householders whose properties abut Footpath No. 37 Park View Road to Church Farm Field. The Clerk confirmed that the letters had been sent and Cllr Packington advised that only Hardown House had cut back the overgrown hedges and asked for the Clerk to send further letters to the remaining list of householders stating that the Parish Council will arrange for contractors to carry out the works if the hedges are not cut back and each householder will be billed accordingly. Action: Clerk to send letters to Householders re Footpath No. 37 Cllr Batterbury advised that he had received a letter from the Ramblers Association regarding footpath 42 and 42a stating that the Golf Course are applying for them to be closed. Cllr Bantick will contact footpaths to see if the footpaths are being rerouted rather than closed. 8. Reports: Cllr Packington advised that both Cllr Jeffery and himself attending the Surrey Hills Walk. 9. Miscellaneous Matters: a. Airports: Cllr Johnson advised that Biggin Hill are continuously lobbying to extend the hours of business but are waiting for the Master Plan to be released. Cllr Johnson advised that movements are up from 36,000 to 44,000. The Chairman asked that an article goes in the next newsletter to try and encourage residents to monitor flights. b. Village Design: Cllr Jeffery advised that all wording had now been agreed and the document is now complete except for the map and one photograph. Cllr Jeffery confirmed that once the document is completed a copy will be sent to every resident in Woldingham and a copy will also be included in the newcomers pack. The document will be put to committee in September. c. Newsletter: The Chairman advised that Cllr Johnson had put together a prototype and asked for all councillors to take it away and e-mail Cllr Johnson with any suggestions within the next 2 weeks. The Chairman also asked for all Councillors to think about the content for September’s meeting. d. Recycling: Cllr Batterbury advised that he had received a 20 page analysis of the Minerals and Waste document. 18. e. Post Office: Cllr Jeffery advised that the post office had now closed and that the Post Office sign had been removed. Cllr Jeffery advised that negotiations with the post office, the owner of the new premises where the post office might move to and the temporary postmaster had taken place. The possible new owner is in the process of obtaining a quote off the security firm who put in the grid and counter and once the quote has been obtained will have another meeting with the Post Office. Cllr Jeffery advised that because the Post Office has closed there is lots of Government grants available and he is hoping that the ‘new’ Post Office will be opened by the end of October. The Chairman advised that the Parish Council had written to Mr Amin twice asking him to have a dialogue but todate no response had been received. f. Litterpick: The next litter pick will take place on 24 September. Cllr Packington brought to the meeting the schedule of team leaders and asked that if a tem leader is unavailable for the 24 September then they find a replacement. Cllrs Johnson and Jeffery volunteered to help Cllr Packington in the run up to the litter pick.. g. Road Group: Cllr Jeffery advised that he has a meeting with Surrey Highways in the next two weeks. h. Security: The Chairman advised that 10 volunteers had been found and they are now awaiting training. The Chairman advised that the Security Group have confirmed that they are prepared to pay 50% of the £800 cost of the purchase of the speed gun. A vote was taken and carried that the Parish Council agreed to pay £400 towards the cost of the speed gun. Cllr Jeffery asked for thanks to be given to Kia Wung for all her hard work in piloting the scheme with great success. i. Woodlea Parking: The Chairman advised that herself and Cllr Moylan will touch base with the new headmistress once she has settled in. j. Trafalgar Day: Cllr Packington confirmed that the Woldingham Beacon will be lit at 7.15pm. The Trafalgar Banquet will be £25 for a 4 course dinner and tickets will go on sale at the beginning of September. k. Station Parking: Nothing to report.- agreed to take off agenda. l. PC Clinic: The first PC Clinic will now take place on Saturday 10 September from 2pm and will be held outside the village hall. A notice will go on the notice board and on the website and a message will be put on the stakes going up the hill in Church Road. m. “Twinning”: Cllr Jeffery advised the meeting that a pilot/passenger in a small plane which came down in the French Alps the village was interested in a ’twin’. Cllr Jeffery will find out more details and advise at the next meeting. 10. Meetings to attend Public Consultation on Enforcement Guidelines Monday 19 September a 7.30pm. Cllr Johnson, Moylan and Bantick to attend. Rural Community Workshop 6 October - Cllr Jeffery to attend MacMillan Coffee Morning 30 September at TDC - all councillors invited 11. Correspondence: The Correspondence folder for the month was circulated to all Councillors during the meeting. 12. Any Other Business: a. Diary: All Councillors completed diary dates for September. b. Cllr Bantick mentioned that the Village Hall’s outside wall on Slines Oak Road looks unkept. c. Cllr Packington gave thanks to Gwen Battersbury and Ann Anderson for there help in maintaining the trough on the village green. d. Cllr Packington advised that the notice board had been treated and rehinged. e. The Chairman advised the meeting that Cllr Bantick will be standing down as a Councillor by May 2006.
