Woldingham Parish Council Minutes - August 2006

MINUTES of a Meeting held at the Woldingham Village Hall, Woldingham on 31 August 2006 at 7.30 p.m.                                           

Present:           Jill Meekings    (Chairman); Michael Batterbury; Sally Marks; Colin Packington; Jeff Jeffery; Rodney Fuller; Julie Moylan; Karen Newman (Clerk)

           

1. Apologies: Cllrs Johnson and Williams

2. Minutes: The Minutes of the meeting held on the 27 July had been circulated and were signed by the Acting Chairman as a correct record subject to the following amendment:

7c. Should read: junction with Southfields not Southdown Road.

3. Declarations of Interest:

            Cllr Packington - Edgehill

            Cllr Marks - member of another authority Surrey County Council

4. Matters arising: No matters arising.

5.  Planning Matters:

a.      A copy of Appendix A had been circulated to all members before the meeting and the Council voted to ratify the recommendations of the Planning Group.  Cllr Marks requested that a standard letter be produced for residents who contact the Parish Council over a planning application to advise them that all objection letters are available on the Tandridge District Council website or they are able to view them at the Council Offices. 

      b.    Infringements: Cllr Packington read through the infringement report which had been circulated to all Councillors before the meeting.  Cllr Marks requested that a letter be sent to Mr Evans commenting on the unsatisfactory reply relating to Springfield and the other property on BW92.

6.  Finance:

a.      Payments: The payments as Appendix B were signed and approved.

b.     Grant - Woldingham Garden Village: Details will be circulated and all grants will be considered at the October meeting.

c.      Quarterly Accounts: All Councillors had been e-mailed the quarterly accounts before the meeting and voted to accept the accounts.

7.  Highways & Rights of Way:

a.         Highways Monitoring and Reporting:  Cllr Fuller advised that he had received no reports.  Cllr Fuller advised that he had had a meeting with Stuart Connelly from Highways and had driven him down Slines Oak and Woldingham Road looking at the drains.  Mr Connelly has advised that he will organise for a gang to jet the drains and Cllr Fuller will chase in a weeks time if he has not heard that this has been done.

       b.         Service Road: The Chairman advised that all i2005/06 invoices had now been paid and the 2006/07 invoice will be issued in September.

Cllr Packington advised that he had responded to Deepsound Properties request for a plan and photographs of the area where the dumping is taking place outside their property.  The Clerk will contact Deepsound to ascertain when the work will take place.

c. Slines Oak Island: Cllrs Jeffery apologised that he has not yet arranged a meeting but confirmed that he will do so before the next Parish Council meeting.

8.  Reports: Nothing to report.

9.  Miscellaneous Matters:

a.         Airports: Cllr Batterbury advised that he had nothing to report.  The Chairman asked Cllr Batterbury to find out whether Woldingham is on the flight path as there has been a number of low flying aircraft going over the Village recently.

b.         Recycling: Nothing to report

c.         Post Office/Village Shop: The Chairman advised that a letter had been received from Mr Amin requesting that the Parish Council pays the weekly rent for the Post Office.  The Chairman and Clerk will draft and send a letter advising Mr Amin again that the Parish Council is unable to pay rent and asking him to consider applying for a grant and suggesting ways in which the Post office could be opened.

d.         Litter Pick September 30 - Cllr Packington went through the list of team leaders and advised that any Councillors who are away on the 30th must find a replacement to act as team leader on the day.

e.         Road Group: Clerk to chase response from Mr Poole.

f.          Security:  Cllr Jeffery advised that the Camera was back in Church Road.

g.   Christmas Tree/Decorations: Cllr Batterbury advised that he will produce a proposal for consideration by the Council and will contact the electricity board as a matter of urgency re-connecting a supply.

h.   Parking: The Chairman advised that she will produce a schedule for Councillors to do a parking check along the Crescent between 7 - 9am over a week period to ascertain current parking patterns.  The Chairman also advised that she will produce a short questionnaire. 

i.    Local Environmental Quality - a town and parish council guide:  Information given to Cllr Marks.

j.    SCC - Nature in your neighbourhood booklets - Information passed to Cllr Fuller.

k.   Village Event: The Chairman mentioned that at the last meeting it was agreed that people would start thinking of ideas.  The Chairman asked Cllr Moylan to represent the Parish Council and contact other organisations around the village to put together a committee to push the event forward.  The Chairman advised that she would contact the Village Institute representative to see if a response has been received from the Management Committee.

l.    Summary of Corres. Received: The Chairman advised that she will putting together a log which will be placed at the front of the correspondence file so that all Councillors can see who has contact the Parish Council during the month whether by e-mail, telephone call or post and what action has been taken on points raised.

m.  Village Statistics: The Chairman advised that Cllr Williams is looking into statistics.

n.   Viewpoint: Cllr Jeffery advised that the barrier has been smashed again and that the Downlands Group will replace it.  Cllr Jeffery advised that he will contact SCC who had advised him that the Viewpoint will be put on their cutting schedule to find out when it will be cut.

11.  Correspondence: Correspondence received during the month was circulated to all Councillors during the meeting.

12.  Any Other Business:


a.         Diary: All Councillors completed diary dates for September.

b.         Newsletter: The Chairman advised that the next newsletter will go out in November and all ideas/contributions to be e-mailed to her by the end of September.

c.         Village Hall: Cllr Jeffery advised that the outside of the Village Hall had been painted and that he was looking into what grants where available.

Meeting ended at 9.38 and was attended by 1 member of the public.
